Our current tax structure is an uncompetitive, unpredictable nightmare, and the actual tax base is actively collapsing as a result.

Wake up: Portland does not need more punitive business taxes. We need an actual economy where businesses can afford to exist and pay taxes. You cannot tax a city into prosperity while destroying the very entities that fund it.
