"Mandatory spending" in our budget is:
Social Security, Medicare, Medicaid: ~$3.9 trillion
Interest on the national debt: ~$1.1 trillion
Total: ~$5 trillion
Defense, State Dept, Agriculture and every other part of the budget requires debt.
All govt revenue = $5 trillion.
